What is the best way to trace an embroidery pattern onto fabric without using an iron?
They have a type of paper at fabric stores and many craft stores which is just like carbon paper. You simply lay your pattern over the fabric you are going to embroider, making sure to leave a sheet of the stuff in the middle, and then you trace around it with a little device which has a notched wheel on it. The resulting pattern is dotted lines (because of the tool), but it's just as easy to follow as solid lines. Or, if you prefer, you can just use a pencil on your original, and press down firmly, and go over the whole thing, and it will transfer.
The carbon stuff will last while you are working on your project, but then it will wash out once you are done. I always wash my embroidered projects by hand once I am done, even if it's a project I don't intend to wash again, simply because I always seem to manage to get it dirty while I am working on it.
There is one more option. If you have a lightbox, you can put the original pattern down, with your fabric on top (just be sure to flip the pattern if it's supposed to go a certain way), and you can just use a dressmaker's pen to trace the design onto your fabric. The lightbox should allow you to see the whole design quite clearly.
If you don't have any of the supplies I mentioned, do the tracing paper, as that's less expensive than buying a lightbox.
