How can I write an application that blocks websites on my machine?
For example I want to have a database of websites that have to be blocked before they come to any browser, or I want to block some specific contents (i.e. porn contents)
How do I start developing such an application?

There is a filename "host" in C:windowssystem32driversetc folder.
It's a text file.
Open it and add following line for every sites you want to block. (without "www")
ex)
127.0.0.1 porn.com
127.0.0.1 corn.com
...
127.0.0.1 someotherporn.com
